This comprehensive report very clearly points out the fact that there are still huge problems in the way the football organisations are organised. The football organisations rules are in conflict with EU legislation, and action should be taken by either the football organisations or the European Commission. If not, the situation will end up with a decision from The European Court of Justice. The report recommends the setting up of a so-called Social Dialogue between the social partners in order to ensure that the players as well as the clubs can agree on the terms set forth in the new rules.
