The main research question of this research is: to what extent is there a mutual relation between the development of networks and the development of the shared agenda and what can be of influence for these dynamics? This research is explorative and is therefore conducted using qualitative research methods with N=2. The two cases are selected based on a maximum in variance in the collaborations, because they represent differences in the way the collaborations developed and in the way the coalition is related to the shared agenda. The first project that was selected is ‘Korte Akkeren’ in Gouda and the second project is ‘After school care’ (Buitenschoolse Opvang) in Alkmaar. Both desk and field research were conducted.
